Smart Specialization Concept

Smart specialization is an innovative approach that aims to boost economicgrowth in Europe and increase national competitiveness. It enables each regionto identify and develop its own socio-economic advantages. The use ofpartnerships and a bottom-up approach in the implementation of smartspecialization activities helps bring together administration, education, thebusiness sphere, and civil society, which work together to implement a long-termgrowth strategy with the support of EU funds.Smart specialization was developed under the European Commission's reformedcohesion policy and is a place-based approach. It is characterized by theidentification of strategic areas that require interventions based on an analysis ofstrengths, the potential of the economy, and the Entrepreneurial Discovery Process (EDP) with broad stakeholder involvement. The smart specializationapproach puts innovation in a very broad context by identifying technologies,supporting their development, and implementing monitoring mechanisms. Smart specialization was developed under the European Commission's reformedcohesion policy and is a place-based approach. The strategy for smart specialisation defines:

Socio-economic priorities of a given region/country in the field of research, development and innovation (R+D+I)

Areas of concentration of investments in areas that ensure an increase in added value of economy, competitiveness of economy in foreign markets, as well as improving the quality of life of society.

National Smart Specialization

  • Strategy of National Smart Specialization

was drawn up based on the Entrepreneurial Discovery Process, and scientists were engaged in this process and specified the potential for innovation and competitiveness in Poland and in foreign markets. During the entrepreneurial discovery process, one also diagnosed their needs and the developmental barriers they encountered.

The coordinator of the Smart Specialization in Poland is the Ministry of Economic Development and Technology. The ministry is responsible for conceptualization and planning of tasks, organization of the Entrepreneurial Discovery Process (EDP) and monitoring of smart specializations, cooperation at the international and regional levels, as well as evaluation, updating and verification of actions taken and strategic directions set. The project partner is the Polish Agency for Enterprise Development.

Cooperation within Working Groups

The Working Groups on Smart Specialization Poland are advisory bodies established by the Ministry of Economic Development and Technology to exchange opinions, information and experience on current challenges of the Polish economy, society and environment. The Working Groups includes representatives of public administration, business, science and NGOs. In such a broad body, they discuss the most important socio-economic issues of Poland, the future of Polish industry and science in relation to a specific smart specialization.

 

 

The meetings of the Working Groups on the Smart Specialization Poland are held several times a year in a stationary or online format. The contribution of the work of the Working Groups is essential in the process of selecting and updating the smart specialization at the national and regional levels.

Regional Smart Specialization

In Poland, smart specializations are designated at the national and regional level – in each of Poland’s 16 regions. Regional Smart Specializations contribute to the transformation of the region’s economy through its modernization, structural transformation, differentiation of products and services and creation of innovative socio-economic solutions. Regions are implementing their own smart specialization development strategy, the effects of which we can see at the level of the entire province

The smart specialisations include:

SmartRadar is an interactive tool for data visualization and comparison, supporting the process of monitoring smart specializations at the national and regional levels, enabling the presentation of data on innovation in various layouts, including time-series and cross-sectional. It enables collection, processing, presentation and sharing of information.

The SmartRadar tool allows, among other things:

  • support coordination of activities related to the implementation of the concept of smart specializations at the national and regional levels in Poland
  • raising the knowledge and awareness of the stakeholders of the National Smart Specialization and society in the field of smart specializations, which contributes to the implementation of the objectives of the country’s innovation and industrial policy,
  • disseminating information on the innovativeness of the economy at the national and regional levels and the innovativeness of individual industries and areas identified as specializations.

The indicators available in SmartRadar are grouped into 5 thematic areas:

  1. innovation and technology potential,
  2. innovation activities of enterprises,
  3. socio-economic development,
  4. international position,
  5. instruments of support from public funds.
